Federal Funding for St. Louis City Child Care Providers – Application Announcement
We are excited to announce that Saint Louis MHB is collaborating with the City of St. Louis Community Development Administration for a one-time grant opportunity to help get ARPA funding into the community for early childhood care. Please feel free to apply if you meet the criteria and to share this email with anyone you think might meet the application criteria. We are trying to reach as many early childhood centers and family providers as we can in the City of St. Louis.
Funding Purpose *
In response to the COVID-19 public health emergency, this American Rescue Plan Act federal funding is being made available to help stabilize early childcare providers delivering high-quality care and to ensure these critical services remain available and accessible to children living in the City of St. Louis. This will be accomplished by covering the gap between the state childcare subsidy rate and the cost of licensed care for children ages 0-5 who receive state subsidy to cover the time period between January 2021-December 2021.
Priority Focus * Family home and childcare center providers who are located within a Qualified Census Tract in the City of St. Louis and primarily provide services to families living in under resourced communities who have not previously received COVID-19 relief funding and in need of high-quality early childhood care.

Applicants can choose one of the Technical Assistance options below to connect with MHB staff to receive support. Participating in an assistance meeting with MHB staff is not required to submit an application.

How to Submit *
• Online: Complete the jotform application via phone, tablet or computer.
• In Person: Print the application and coordinate a time to drop it off at the MHB office located near Union Station by emailing stlmhb@stlmb.com or calling (314) 535-6964 x 19 or x 27.
• By Email: If you are able to scan the application, it will be accepted via email before the deadline and can be emailed to stlcityecarpa@stlmhb.com.
Eligibility Criteria *
Family home and childcare center providers (not including day/summer camps or after school programs) who serve children ages 0-5 living in the city of St. Louis and:
• Are licensed, registered, or deemed licensed-exempt by the State of Missouri Department of Health and Senior Services (DHSS) and/or Department of Elementary & Secondary education (DESE) to provide childcare
• Plan to remain open through December 2022 (even if temporarily required to close)
• Are located in the city of St. Louis and have a current business license
• Able to provide KinderConnect Provider Attendance Summary and KinderConnect Remittance Advice for the time period requested to be reimbursed for the gap in the cost of care after receiving state subsidy for children living in St. Louis City
• If funded, will be required to submit a W-9
Eligible Expenses *
Gap in Cost of Care: This funding is to be used to reimburse providers for the gap between the state childcare subsidy rate and the cost of licensed care for children ages 0-5 to cover the period from January 2021 to December 2021.
