  Established in 1994, Saint Louis MHB is an independent government taxing authority administering two special property taxes: the Community Mental Health Fund and the Community Children’s Services Fund. Tax dollars are granted to non-profit organizations that provide high quality services that benefit City residents.

Cassandra Kaufman

Executive Director

Cassandra became MHB’s Executive Director in July 2021 after serving as Deputy Director since 2013. She brings more than 30 years of experience in nonprofit management and leadership in health and human services, having served as a Vice President at the United Way of Greater St. Louis, prior to joining the MHB team. Cassandra continues her community involvement as an active member of several advisory boards and committees. She holds a BA from the University of Illinois at Urbana-Champaign, as well as a MSW and Graduate Certificate in Nonprofit Management and Leadership from the University of Missouri—St. Louis.
