  Established in 1994, Saint Louis MHB is an independent government taxing authority administering two special property taxes: the Community Mental Health Fund and the Community Children’s Services Fund. Tax dollars are granted to non-profit organizations that provide high quality services that benefit City residents.

Serena Muhammad

Deputy Director

As the Deputy Director of the Saint Louis MHB, Serena is responsible for managing the organization’s $19,000,000 community investment strategy. In this capacity, Serena leads cross-sector initiatives that focus on alleviating the social, educational, and health inequities that keep people and places from reaching their full potential. Serena staffs the St. Louis Area Violence Prevention Commission and is active in several youth violence prevention efforts. She also provides support to the System of Care St. Louis, a federally funded initiative to improve access to behavioral health services for children with serious emotional disturbance and their families.

Serena received her B.A in English from Xavier University in Louisiana and her M.F.A. and M.P.P.A. from University of Missouri – St. Louis.
